Equally important features of this platform include
the reinforcement of the legal requirements, internal
norms, and good practices in procurement processes,
plus the ability to track and audit processes.
Due to the provisions of Law no. 61/2011, of 7
December, the seventh alteration to the Organisation
and Process Law of the Court of Accounts, approved
by Law no. 98/97, of 26 August, for the first time
ANA, S.A. submitted two contracts to the Court of
Accounts for prior approval, because their value
exceeded €5,000,000.00, without VAT.
These contracts, one for “Lisbon Airport – New
North Busgate – Expansion of Baggage Terminals –
Finish Works – Fase II” and the other for the “Supply
and Installation of Automatic Screening Equipment
for Hold Baggage – airports of Francisco Sá Carneiro,
Faro and João Paulo II”, received the express approval
of the Court of Accounts without any reservations
or recommendations.
13.2.9_Suppliers with a billing of over 1 million
euros
In 2012, the ANA, S.A. suppliers who had a total billing
of more than 1 million euros (including VAT) are listed
in Annex VII of this annual report.
13.2.10_Average payment period to suppliers
Measures were adopted for stricter compliance with
the payment periods established in contracts (30 days
for externally sourced supplies and services and 60
days for contract works).
These measures, in conjunction with a lower repre-
sentation of suppliers of fixed assets in the supply
structure of ANA, S.A., permitted a reduction of the
average payment period to 40 days, a drop of 24.5%
(13 days) compared to 2011.
The average period for making payments is calculated
according to the indicator established in Cabinet
Resolution no. 34/2008 of 22 February, as amended
by Order no. 9870/2009.
13.2.11_Information obligations
Cabinet Resolution no. 47/2010, was published on 25
June 2010, with a view to promoting transparency
during the process of acquiring advertising space. As
a member of the SBS, ANA, S.A. must include in its
annual activities reports a specific section listing the
institutional publicity actions it undertook.
During 2012, ANA Group published advertisements in
general and specialised newspapers and magazines at
a national, regional and international level.
The table on next page shows the publicity campaigns
that cost more than €15,000 implemented during
2012, which totalled €299,794.10.
The various publicity campaigns had different
objectives and target publics. These included the
announcements regarding the procedures for the public
contracts for the construction of public works, the
provision of services and supplies, marketing-related
announcements and announcements about sustain-
ability and social responsibility.
In the marketing and publicising of services, the
objectives centred on the promotion of the destination
“Portugal” and new routes, as well as on the dissemina-
tion of the changes made at Lisbon airport’s Terminal 2.
In the non-aviation business sector, the retail business
was the main focus, with the launching of the Airport
Shopping Online platform and car parking at the
national airports.
With regard to the special information obligations, as
per the terms of Order no. 14277/2008, of 23 May,

Treasury and Finance and the Inspectorate-General
for Finance its annual and multi-annual activity plans;
