contracting tasks and the acquisition of goods and
services, which the Group must follow due to legal or
regulatory obligations.
According to the objective and/or the value of the
contracts in question national and international tenders
are launched or diverse companies are consulted, in
conformance with the applicable norms and ensuring fair
competition and transparency in contracting processes.
In exceptional cases, duly justified under the terms
of the applicable norms, only one entity is consulted,
in situations where there is no available alternative, in
the context of the very specific nature of the subject
of the contract or considering the need for timely
acquisition of special and technically complex equip-
ment that needs to be compatible with equipment
that has been acquired in the past.
ANA, S.A. has always complied with its legal obligations
as regards public contracts. It uses the electronic con-
tracts platform as a way of facilitating both communi-
cation and transparency in the consultative processes.
Also in compliance with legal requirements under the
Public Contracts Code, it publishes all contracts on the
base.gov.pt portal.
The following table shows the figures for the ANA
Group’s electronic contracting for 2012.
ANA, S.A. joined the National Public Procurement
System in 2010, which guarantees conditions for the
transparency and regularity of the processes, using this
system whenever it offers an advantageous solution
for the company in terms of the procurement of goods
and services.
Within the scope of Cabinet Resolution no. 65/2007,
ANA, S.A. has been including clauses in the contract
specifications by which suppliers must commit to
defined sustainability criteria, with mechanisms for
control by ANA, S.A..
ANA, S.A. has therefore been able to meet the objec-
tives of environmentally-oriented procurement, as
established in Cabinet Resolution no. 65/2007, which
set the 2010 goal at 50%.
ANA, S.A. implemented its Procurement and Contract-
ing Platform in 2012, which provides support in the
procurement of goods and services. This integrated
computer system incorporates rules and regulations,
both internal and as found in the Public Contract Code,
for consultation.
