The aviation industry today constitutes one of the
drivers of development for economies and, especially,
for the regions where airports are located.
The concept of air transport has been evolving over
the last few decades. The increase in air connections
between various points of the globe has contributed to
the development of economies through the creation
of direct and indirect employment, the capturing of
foreign investment and the increase of exports, among
other factors.
Airports today are faced with the challenge of guaran-
teeing, on the one hand, the infrastructure capacity
needed to accommodate the forecasted volume of
traffic and, at the same time, competitively respond
to their customers’ needs, offering services that will
ensure their long-term sustainability.
The strategic vision defined by the Portuguese
Government for the air transport sector in Portugal has
established the following priorities:
• Guarantee social cohesion, enabling the connection
between the mainland and the autonomous regions;
• Foster the development of the economy, particu-
larly in relation to the development of tourism,
as this represents an important portion of the
Portuguese GDP;
• Consolidate Portugal’s strategic position, through
the connection with strategic routes in Europe,
South America and Africa.
The strategic guidelines for the ANA Group reflect
these priorities, which aim to increase the international
connectivity of the airports, make better use of exist-
ing infrastructures and encourage the development
of human capital.
As an integral part of the State Business Sector (SBS),
the Group has been complying with the strategic
guidelines laid out for it and which are stated in the
Strategic Transport Plan (STP) 2011-2013, of the
Budget Strategy Document 2012-2016 and the
adjustments resulting from the Financial and Economic
Assistance Programme, contained in the Memorandum
of Understanding signed between the Portuguese
State, the European Union (EU), the European
Central Bank (ECB) and the International Monetary
Fund (IMF).
5.1_CONCESSION OF PUBLIC AIRPORT SERVICE
The public airport service at the airports of mainland
Portugal and the Autonomous Region of the Azores
was legally granted to ANA, S.A., through Decree-Law
no. 404/98 of 18 December.
2012 signalled the approval of the general legal frame-
work for the concession of the public airport service in
support of civil aviation in Portugal and by the signing
of the Concession Contract between the Portuguese
State and ANA, S.A. on December 14.
The 50-year concession now granted to the company
has as its object the provision of airport activities
and services within Portugal (at Lisbon, Porto, Faro,
Ponta Delgada, Santa Maria, Horta, Flores and Beja),
as well as being responsible for the design, project,
construction, reinforcement, reconstruction, expansion,
deactivation and closing of airports, under the terms of
the contract mentioned above. Besides these activities,
the object of the concession also encompasses the
commercial activities appropriate for airport settings
or in other areas related to the concession.
The current contract makes the provision of public
service in general, and the activity of ANA, S.A. in
particular, more transparent. There is a clarification
and systemisation of technical, operating, legal and
financial concepts (among others), and the definition
